LEAGUE FORMAT & RULES

  • Open to all HGA Members &Associates, Corporate Members, LTA’s and their dependents. All persons entering must have amateur status and be over 21 years of age as on September 1st 2024. Ranked amateur players and student players shall not be eligible to participate in TPGL.
  • Interested golfers will have to register with TPGL by filling in an application form with relevant details.
  • By entering the tournament, a player is deemed to accept implicitly his/her selection by draw/auction to any team and commits to make himself/herself available to play for that team for the entire duration of the tournament
  • A player once selected cannot withdraw from the league and shall be available to play on the designated dates. If a player is unable to play due to a medical emergency, and wishes to dropout, the same shall be informed at least 15 days before the start of the league.
  • If two or more players drop out, the team will be given an opportunity to take another player from the registered list of players, by lottery, within the same handicap category. However, this replacement will be allowed only if the players dropping out, has a serious medical condition and not for any other reason. The new player will replace the outgoing player in all team ordered lists. Outgoing player will not be permitted to re-enter the league for the year. Such replacements shall be allowed only before the start of the first round of the League. No replacement of team player will be allowed after the first round of the league starts.
  • If a player drops out after being selected for reasons other than on health grounds, he/she shall be prohibited from playing in this league and the next one.
  • A Player cannot change a team after he/she gets selected.
  • TPGL will have 16 teams of 12 players each divided between three handicap categories (for example: 0-12; 13-18 and 19 above) or as decided by the committee. The Handicap Categories are created after the 75% reduction of the declared HC. The committee reserves the right to increase or decrease the teams and the right to change the handicap categories as per number of entries received to balance team selection.
  • Maximum handicap for men 24 and women 30.
  • The new TPGL 2024 teams may select a Captain & 3 core members from the list of players registered for the league, as per the specified handicap category.
  • The sponsorship fee for the team shall be Rs. 6.5 Lakhs (plus GST) for the year of 2023-2024, Rs. 8 Lakhs (plus GST) for the year of 2024-2025 and Rs. 8 Lakhs (plus GST) for the year of 2025-2026.
  • Each team will have a sponsor who will be known as the “TEAM SPONSOR.” Only a HGA member/associate can apply for sponsoring a team. The team shall be in the name of a legal entity (having GST registration & PAN) and is represented by the applying member.
  • A sponsorship fee shall be charged (payable by DD in favour of Hyderabad Golf Association) along with the application for the team.
  • In the event more than 16 teams apply, the teams shall be picked by a lottery.
  • The sponsorship fee is in the nature of a contribution to the corpus of the Association and meant to be utilised for conducting the tournament, development of golf and promoting the objects of the association. The league is not a commercial transaction, and no contractual obligation exists between HGA & the Team. The league is a tournament organised by the HGA for its members /associates with an intent to promote and develop the game of golf and create an opportunity to compete.
  • New teams selected for TPGL 2024 shall have a tenure of three years or three league tournaments, whichever is less, at the same amount of fee per year as mentioned above and payable prior to start of the league in that year/tournament. However, if the Team sponsor wishes to give up the team after the first or second year/league, he/she can do so by informing the TPGL at least three months prior to the date of the next year’s event.
  • A team can be applied for by multiple applicants. But only one of them will participate/represent in the league as team sponsor. Each team will have a unique name and logo for identification.
  • HGA Golfers who wish to participate in the League will have to register by filling a Player Application form.
  • The Team sponsor picks a Captain and submits the consent letter from them along with sponsorship fee.
  • The Captain will pick 3 league registered players, one from each category as Core team by getting a consent letter from each player chosen & submits it to the league. (Note: In the event of the team sponsor is playing, he will become one of the core team player.) Team sponsor has an option to retain the Captain and Core members for the subsequent year/league with their consent subject to their being eligible in the applicable category.
  • The remaining registered players will be ordered into the list of handicap categories as shown above.
  • 6 players per team, 2 from each HC category will be selected through an auction process.
  • Two players will be selected through a draft process from the list of remaining registered players. This will be an open list and will not be based on handicap category.
The auction shall be for six players. 100 points will be given to each Captain with which he can bid for players. The Captain should ensure that  the points given are apportioned to bid for all the 6 players. In the event the team uses up all their points without securing 6 players, the team will not be valid. 
 
Minimum starting bid for each player in the Auction is  5 points
Minimum incremental bid for each player in the Auction is  2 points
Maximum bid for any Player in this Auction is 40 points
If more than one captain is interested in a player by bidding the maximum  40 points
then that player will go into a lucky draw.
 
All the registered players will be sorted as per their Handicap as described herein above Each registered player’s name (as per the sorted Handicap and Surname) will come up on the screen (brief bio data).
Each Captain selects 2 from each category via auction as per defined process. 
At the end of the auction process – each team will have Owner/Captain+3 pre-selected (Core) players + 6 auction picked players = 10
Note : If the Owner/Captain runs our of the point to pick balance players than they will be allowed to pick the players remaining after the draft process is completed. 
At the Auction process – Owner along with captain and core members can sit at an assigned table (max of 5). 
  • All registered players not picked in the auction process will be available in the draft independent of the
    handicap category.
    Each team will have to pick 2 players from the Draft as defined.
  • The draft process will start by a lucky draw to create an ordered list of draft picks (1…16). Numbers 1 to 16 chits
    will be put into a draw box and one by one owners will be called in to pick a number from the draw (alphabetic
    order of their team names). The number a team picks from this box will determine the order in which they pick
    the draft choice.
  • Numbers assigned to teams during the draft process will be used to determine the Odds and Even numbers for scheduling of the league rounds.
  • Once the ordered list of teams is created then the list of all the registered players who were not selected in the
    auction will be open for draft picks by the team Captains. Names of all players eligible for draft with HC will be published on the TV screen for Captains to pick in the defined order.
  • The draft selection process will go through a round robin loop. Team 1…. Team 16 then Team 16…1… and so on until each team picks 2 players from the draft. There will be no HC categories in Draft selection process.
  • Any player who is registered and not selected by any team will not be able to participate in the League.

The league shall be played in a Matchplay format with5 Rounds at league stage and 3 Rounds of Knock out/playoff matches (Quarter Finals, Semi Finals and Finals).

  1. 4 groups/divisions (A, B, C, D) shall be made from the 16 registered teams by a lottery.
  2. Each team in the group will play with 3 other teams within the group in two different formats to gather points (Singles and 4 Ball Better ball).
  3. Each team will participate in Singles and Doubles Better ball (4BBB) rounds as per the published schedule to gather Match Play points.
  4. 4BBB match play: win gets 2 points, draw gets 1 point and a loss is 0 points.
  5. Singles: win gets 1 point, draw gets 0.5 points and loss is 0 points.
  6. In the 4BBB match play, individual handicap (as determined by the TPGL) will be used.
  7. Each team will play against every other team in their group as per the published draws. The strokes given / taken is determined by difference in the handicaps.
  8. Starting hole/s for the teams will be as per the published draws.
  9. League Qualifying Rounds – 5 rounds of qualifying matches at League Stage.
    • 2 rounds of singles matches (8 players/team playing 1 vs 3 in Match Play with Handicap)
    • 3 rounds of doubles (better ball – 8 players/team)
  1. Playoff (knockout) Rounds
    a. Top 2 teams from each group (A, B, C and D) will make it to the Knock out /Playoff rounds
    b. If there is a tie of match play points between two teams in that ordered list of 8 – the tie breaker will be in the following order –
    i. Number of match play points gathered in the singles qualifying rounds
    ii. Number of match play points gathered in the Doubles Better Ball qualifying rounds
    iii. Lowest cumulative HC of the entire team (12 members)
    iV. Toss of coin will be the final tie breaker
  2. Quarter Finals Playoff/Knock out
  • 1 round for top 8 teams to play quarter-final (4 singles and 2 doubles matches)
  1. Semi Finals Playoff/Knock out round with the top four teams (4 singles and 2 doubles better ball).
  2. Finals Playoff
  • A finals round will be played between the two semi-finals winner to decide the Winning team in the League (4 singles and 2 doubles).

The Team captain will submit the following for each round:

  • Ordered Singles players list of their entire team.
  • Ordered Doubles Team list for Better Ball of the team. (Same as above)

All player’s list shall be submitted by the team Captain to TPGL in sealed envelopes 12 hours before the start of a particular round. The sealed envelope shall be opened one hour before the round and the matching/pairing shall be done in public and published on the notice board. The League committee will match the ordered list for various rounds from the ordered lists submitted by the respective Captains.

Handicap Categories

The handicap considered for the league will be as per the handicapping system maintained at HGA shown as explained below.

  • The handicaps for this tournament will be 75% of the handicap held by the player as on 01st September 2024.
  • If a player has a Docked Handicap listed in the HGA handicapping system as on 01st September 2024, for that player(s) the lower of the Reduced HCP (75%) and Docked HCP will be taken into consideration.
  • Note: Docked handicap will not be further reduced by 75%.
  • A player who does not have a handicap at HGA, shall produce a handicap certificate (as on 01st September 2024) along with his last 20 scores, from any IGU recognized club with slope & course ratings. If a player does not have a hcp, he/she is not eligible to participate. Any violation in HCP declaration will attract disqualification and disciplinary action by the committee.
  • If a player has a handicap in multiple clubs, the player must declare the handicaps held at the other golf course on or before 26th of September 2024. The lowest handicap among these shall be considered for the entire league. Post commencement of the first league round if a player is reported to have a lower handicap from another club (which was not declared) then the player will be disqualified, without replacement, for the entire duration of the league.
  • For all non-HGA handicaps used by players, it will be lowered by 75% for HCP categorization.
  • The committee reserves the right to accept or reject Handicap Certificate issued by an institution other than HGA. It also reserves the right to adjust handicaps as per exceptional tournament scores.
  • The Senior and Lady players will be playing from Yellow and Red Tee boxes respectively; corresponding Handicaps will be used for them in TPGL-2024.
  • The TPGL-2024 individual player reduced handicaps will be published on the notice board near the HGA Starter hut.

Handicap Categories

  • Category 1: 0-13
  • Category 2: 14-17
  • Category 3: 18+

Players who play under playing handicap in singles rounds will be docked 100%.

The docked handicap will be applied with the same terms and conditions as per HGA docking policy.

Example:

  • Player playing to 1 under Playing handicap… -1
  • Player playing to 2 under Playing handicap… -2
  • Player playing to 5 under Playing handicap… -5
Handicap Peer Review

Before submission of core team and the league auction, all team captains will be given an opportunity to review the handicaps of all registered players participating in TPGL 2024.

Each captain can anonymously identify any players that they feel may require revision of handicap. They shall also mention the handicap that they deem fit for each player.

Any player’s handicap will come under review only if they are identified by a minimum of 09 out of 16 team captains.

The reviewed handicap of each captain shall not exceed a variance of 30% of the handicap (listed as on 01st September 2024).

For any identified player, the average of all the suggested handicaps by each captain will be taken and will be set as the player’s handicap for the league.

Team Sponsors/Captain need to submit unsigned printed sheet with the details of players in a drop box at HGA banquet hall at 6:00pm on Sep 22nd, 2024.

After all Captains submit their sheets in the drop box, the commissioner will then take all the 16 sheets and collate the data for revision of handicaps, if any. This exercise will be done in a transparent manner in the presence of all the captains.

  1. The independent League Referee shall be the final authority for all issues relating to the rules of golf. His/her decision shall be final and binding on all the golfers participating in the league. Neither the Managing Committee nor the League committees shall be responsible for any decision taken by the Golf referee.
  2. Any issue relating to matters other than golf rules shall be adjudicated by the TPGL Governing Council.
  3. All local rules as on date of play will be applicable.
  4. Caddies allotment process will go through a round robin format. Team 1…. Team 16 then Team 16…1… and so on.

The Managing Committee of HGA reserves the right to add, modify or change the terms and conditions of the league or any other matters that have not been covered in this document and the decision of the Managing Committee shall be final and binding on all the players and team.
